北京市中心城道路网规划实施评估与政策机制

摘要: 北京市中心城道路网的规划实现率不足50%,与约10%未实现规划存量建设用地的开发程度 不相匹配。首先梳理北京市中心城道路网的发展脉络。对比分析部分国际大都市道路网的规划指 标,指出较2004 版总体规划,北京市中心城道路网的长度、密度、等级结构和空间布局得到进一 步优化,但仍显著低于国际大都市。深入挖掘城市道路网规划实施困难的根源,发现瓶颈在于建设 资金短缺、用地确权困难、审批周期过长等。在现行法规与管理程序的基础上,从理顺全过程协调 实施机制、完善法规细则、优化审批流程等方面,提出北京市中心城道路网规划实施的政策机制建议。

Evaluating Roadway Network Implementation and Policy in Beijing Central District

Abstract: Less than 50% of the planned roadway network in Beijing central district has been implemented, which is incompatible to the 10% of unimplemented overall planned land use development. This paper first analyzes Beijing central district roadway network development trend. By comparing the 2004 Beijing plans with several world-cities' roadway network schemes, this paper points out that even though the roadway network in Beijing central district has been optimized and improved, it is still insufficient in roadway mileage, density, functional, hierarchical structure and spatial distribution. By discussing the root causes of difficulties in roadway planning implementation, the paper identifies the bottlenecks such as the shortage of construction fund, difficulties in land ownership confirmation, long approval cycle, and etc. Based on existing specification and administration procedures, the paper proposes the changes in the roadway network implementation policies for Beijing central district in several aspects: improving the whole process of coordinated implementation mechanism, related specifications and approval procedure.
