中国大城市交通市场化发展战略研究

摘要: 城市交通问题之核心是如何建立和维持供需平衡,供需平衡的实质是资源优化配置,而市场 在资源配置中应发挥决定性作用。基于对中国大城市交通发展的客观总结,提出市场化是城市交通 可持续发展的必由之路,并分析城市交通市场化的理论依据、必要性及可行性,提出城市交通市场 化发展的战略目标和任务,以及在基础设施建设、公共交通服务、停车建设运营、交通需求管理、 交通技术创新等重点领域推进市场化的实施路径。

Development Strategy for Marketing Transportation System of Chinese Metropolis

Abstract: The core of urban transportation system is to establish and maintain a balance between supply and demand. Such a critical issue requires an optimal allocation of public resources in which the market plays an irreplaceable role. Along with a summary of transportation development experience in Chinese metropolis, this paper suggests that the marketization is the only way heading to attain a sustainable development for urban transportation. In detail, the paper first analyzes the theoretical basis, necessity and feasibility of marketization. Then, the strategic targets and tasks of marketization are proposed. Furthermore, the paper tries to specify the implementation plans for marketization in several aspects: infrastructure construction, public transportation service, parking construction and operation, travel demand management, and transportation technology innovation.
