省际边缘城市对外交通发展策略及规划思路 ——以河南省三门峡市为例

摘要: 以河南省三门峡市为例,分析省际边缘城市的特殊地理区位以及对外交通系统的供需特征。 指出该类城市应得到相关政策的惠及和指导,紧抓国家级交通干线规划等带来的发展机遇。同时, 应客观分析省际边缘城市群的整体发展诉求和城市自身对外交通系统的比较优势,在明确的区域竞 合发展策略指引下确定主要交通设施的发展定位,锚固主要线位控制点。总结该类城市对外交通设 施布局应突出三个规划要点:为重大对外交通设施预留用地及线位,与城市用地开发相协调;通过 既有线外迁、高等级设施规划等方式改善穿越主要城镇建设区的区域交通主干线,梳理过境及出入 境客货运交通组织;加强客货运枢纽的规划布局及内外交通设施的衔接。

Transportation Development Strategies and Planning for Cities Located at Provincial Boundary: A Case Study of Sanmenxia in Henan Province

Abstract: Taking Sanmenxia in Henan Province as an example, this paper analyzes the special geographical location of cities located at provincial boundary, and the supply and demand characteristics of their external transportation systems. The paper points out that such cities should be assisted and guided by relevant policies, and grasp the development opportunities brought about by national transportation corridors planning. By analyzing the overall development demands of those urban clusters and the comparative advantages of their external transportation systems, this paper proposes that based on specified regional development strategies of competition and cooperation, those cities should identify the functionalities of their main transportation facilities and anchor main alignment control points. The paper summaries three planning principles for external transportation facilities development in such cities: reserving land and location for major external transportation facilities while taking urban land use development into account; improving regional transportation corridors across the construction zone among key cities and towns by relocating existing lines and planning high-level facilities, rectifying inbound and outbound passenger/freight transportation management; and ameliorating the planning layout of passenger/freight terminals and the connection between internal and external transportation facilities.
