摘要: 研究德国城市道路不同区域的功能定位以及相应的限速管理措施对中国的限速区域管理与设 定具有借鉴意义。首先以德国道路技术等级分类和限速基本规定作为切入点,从交通功能和城市规 划特征两方面,详细说明德国城市道路的功能定位及设计特征。针对城市限速加强管理区域,对限 速30 区域、交通宁静化的商业区域、步行区等各种交通宁静化措施分别进行阐述。德国独特的道 路分级体系以及合理有序的限速管理规定,满足了不同交通参与者在城市道路空间中的需求,对于 妥善处理中国城市机动交通和非机动交通的关系具有十分有益的参考价值。

Management of Urban Speed Limit Zone in Germany

Abstract: Research on functionalities of urban roadways in different zones of Germany and corresponding speed management measures can be used for reference to management and setting of speed limit areas on urban roadways in China. Based on the technical classifications of roadways and general regulations of speed limit in Germany, this paper discusses the functionality of urban roadways and design characteristics at transportation functionalities and urban planning levels. With regard to urban speed intensive management areas, the paper elaborates several different traffic calming measures, such as speed 30-zone, business areas with traffic calming, pedestrian zone, and etc. The unique roadway classification system in Germany and its proper and orderly speed management regulation meet demands of different users in urban road areas, which can provide experience for China to effectively coordinate the relationship of motorized and non-motorized traffic.
