摘要： 在珠三角区域一体化发展背景下，通过对比国内外都市圈空间结构，结合珠三角及深莞惠都 市圈城市发展变化，提出深莞惠都市圈圈层结构。分析深莞惠圈层结构下轨道交通需求特征，指出 深莞惠轨道交通在发展目标与规模、功能层次与技术标准、网络布局等方面存在的问题。在此基 础上，提出建立区域轨道交通规划模型、完善轨道交通审批机制与协调机制等解决思路。

Problems and Solutions of the Rail transit Development in Shenzhen-Dongguan-Huizhou Metropolitan Area

Abstract： With the integrated development in the Pearl River Delta Area, this paper proposes a concept of the circle structure for Shenzhen- Dongguan- Huizhou metropolitan area through comparing the spatial structure of domestic and abroad metropolitan areas and considering the development trends of Shenzhen- Dongguan-Huizhou metropolitan area. Based on the characteristics of rail transit travel demand, the paper discusses the problems of rail transit development within the metropolitan area, such as the development goals and scales, functionality levels, technical standards, network layout, and et al. Finally, the paper provides solutions corresponding to each problem, including establishing regional railway planning model, improving approval mechanism and coordination mechanism, and so on.
