重大突发公共卫生事件下交通运输应对策略——新型冠状病毒肺炎疫情的回顾性分析

摘要: 以新型冠状病毒肺炎疫情为例,研究重大突发公共卫生事件下交通运输应对策略。分析疫情 发生以来在中国大陆境内传播的时空特征,将疫情发展分为警戒期、大流行期、过渡期和消退期四 个阶段。从警戒期、大流行期最大限度减少甚至阻断人员流动与聚集,到过渡期、消退期逐步有序 恢复人员流动;从全国一盘棋式的交通管控,到基于分区分级的交通管控,充分体现了交通运输对 策根据疫情时间发展阶段和空间发展差异做出的动态调整。最后指出,当前应充分利用大数据和信 息化手段,平衡交通服务供给与在途疫情防控,提供需求可感知、客货可追踪、行程更便捷的多元 化交通服务。

Transportation Strategies Under Public Health Emergency: A Review of COVID-19 Pandemic

Abstract: Taking the COVID-19 pandemic as an example, this paper studies the transportation strategies under public health emergency. Through analyzing the temporal and spatial characteristics of the pandemic virus transmission rate in Mainland China, the paper divides the pandemic development into four time periods - the alert, the pandemic, the transition, and the recovery period. The dynamic adjustments to the transportation strategies based on the pandemic development time period and spatial differences are fully reflected by actions taken at each period such as minimizing and even restricting people's movement and gathering during the alert and pandemic period, and restoring people's movement step by step during the transition and recovery period, which goes from the nationwide coordinated traffic control to the targeted traffic control by areas and pandemic development intensity. Finally, the paper points out that big data and other information- based tools should be fully utilized to balance transportation service and travelers' health need, and to provide diversified transportation services for travel demand estimation, ability to track passenger and freight movements, and facilitating quick and convenient travels.
