摘要： 健康街道方法针对街道环境与公共空间中城市、交通要素对健康的影响进行评估，是大伦敦 政府制定公共政策的核心方法，是贯穿法定规划与政策措施的施政纲领。首先，梳理方法起源与发 展，解释10 项指标含义。其次，从问题导向、设计导向、排行榜视角解析评估工具属性，从全面 战略化、纳入空间战略和融入交通战略视角解析公共政策属性。最后，从公共政策的权威性、动态 性、层次性和价值取向剖析方法本质；指出走出“规划乌托邦”，必须摆脱路径依赖，重新审视战 略目标，提高认识水平；强调实现全面健康、走向健康交通，要制定“交通+健康”组合政策措 施，要开展健康交通评估。

Shaping Healthy Cities Through Healthy Streets Approach: Lessons Learned from Healthy Streets Policy in Greater London

Abstract： Assessing the impact of street environment, and urban and transportation elements in public space on health, the Healthy Streets Approach is a core method for Greater London authority to formulate the public policies and to establish the policies' implementation platform. This paper first reviews the origin and development of the approach and explains the meaning of the ten evaluation indicators. The paper analyzes the assessment tools from problem- oriented, design- oriented, and ranking methods, as well as the public policies that takes account of lane use and transportation development strategies. Based on the authoritarian, dynamic, hierarchical nature of public policies, the paper urges to discard the“Planning Utopia”path of development by examining strategic objectives and enhancing the level of awareness. Achieving comprehensive public health and healthy transportation, it is necessary to formulate policies featuring“transportation + health”and carry out the healthy transportation assessment.
