对城市轨道交通规划建设的思考

摘要: 中国城市轨道交通的超常规发展短期内缓解了各大城市轨道交通发展滞后的欠账问题,极大 支持了快速城镇化进程。然而,城市轨道交通发展过程中也面临着一些需要探讨的问题——要不要 持续建设、如何才能做到持续建设。分析城市轨道交通现实情况、国内外主要投融资模式以及站城 一体化实施效果,提出从长远角度和外部效益角度科学决策城市轨道交通建设规模。阐述引入多元 化投资主体创新投融资模式、利用产业引导—规划统筹—轨道交通支撑模式建立产站城融合规划机 制、建立都市圈城际轨道交通一体化发展机制和城市间多层次合作协商机制等主要思路,寻求城市 轨道交通向高质量方向发展的突破口。

Urban Rail Transit Planning and Development

Abstract: The rapid development of urban rail transit in China has alleviated the service lagging behind problems in the short term, and greatly stimulated the rapid urbanization. However, there are also some problems that need to be discussed during development, such as whether to continually urban rail transit and how to achieve the sustainable development. By analyzing the current situation of the urban rail transit services, the main investment and financing modes at home and abroad, and performance of integrating rail stations with city, this paper proposes the decision-making model for longterm urban rail transit development scale based on the external benefits. To promote the high-quality urban rail transit development, the paper points out that it is necessary to introduce the innovative investment and financing methods featuring diversified investment models, develop an integration planning system based on industrial guidance, comprehensive planning and rail transit development, and establish intercity rail transit integrated development mechanism in the metropolitan area and intercity multi-level cooperation mechanism, and etc.
