为何而建为谁而建 ——街道设计中的误区及应对措施

摘要: 街道设计侧重步行和自行车交通优先、场所塑造、激发活力和全要素设计,在街道更新和改 造的各个阶段却存在不同程度的误区。这些误区主要包括:改造对象选择狭隘,重主干路、轻支小 道,重通用性、轻专用性;重设施、轻用户,需求调查不充分;重社会价值、缺商业评估,经济可 行性分析缺失;街道设计导则编制后延伸拓展不足。建议在策划阶段,构建权威分类体系衔接工程 建设,加强街道设计的场景和人群细分;在调查阶段,完善面向受众的需求调查和反馈机制;在方 案评估阶段,加强街道设计的经济分析和评估,将空间优化与商业开发策划紧密结合。最后指出, 街道设计导则编制之后,应从纵向延伸、横向扩展两个维度继续推进,纵向向标准和规范延伸,横 向向职能部门的专项技术导则扩展。

For What Purpose and for Whom: Misunderstandings in Street Design and Countermeasures

Abstract: Street design should prioritize pedestrian and bicycle traffic, and focus on the context sensitive design, stimulating vitality and complete road plan. However, there are misunderstandings of varying degrees in each stage of street renewal and renovation, which includes limited scope of reconstruction project selection, overemphasizing arterial roads and overlooking local road, overemphasizing versatility and neglecting the specificity, overemphasizing facilities' construction but overlooking the service to users, insufficient survey on user needs, overemphasizing social value but lacking commercial evaluation, insufficient economic feasibility analysis, and no sufficient updating on street design guidance. This paper recommends the street design in several aspects. In the planning stage, an authoritative classification system should be established to connect the project construction with the users in street design. In the initial survey stage, the users' need survey and feedback mechanism should be improved. In the project plan evaluation stage, the economic analysis and evaluation of street design should be emphasized, and spatial optimization should be closely linked with commercial development planning. Finally, the compilation of street design guidelines should be longitudinally connected to the standards and specifications, and horizontally joined with the special technical guidelines in all related design branches.
