跨学科的城市交通治理体系研究

摘要: 随着新科技革命向纵深发展,“十四五规划纲要”对城市交通治理提出了新的要求,面向未 来的城市交通治理研究重要性凸显。结合工业化、城镇化的发展趋势,从城市规模、技术发展、交 通发展模式、风险应急管理、治理模式演化等方面归纳未来城市交通治理面临的挑战;梳理城市交 通治理所需的跨学科知识以及理论基础;在“三元空间”分析视角下,构建以城市交通问题为导 向、以跨学科体系下的方法论为手段、以实现交通服务最优为目标的面向未来城市交通治理的研究 框架;围绕机遇与挑战,系统提出未来城市交通治理的五大核心议题:城市群的交通协同发展、数 字城市与交通信息化建设、智慧城市与绿色交通、城市交通应急管理、交通公平与多元共治。

Interdisciplinary Research on Urban Transportation Governance

Abstract: With the process of technology revolution, The Fourteenth Five-Year Plan has raised new requirements for urban transportation governance, and the importance of future-oriented urban transportation governance research has become increasingly prominent. Based on the future trends of industrialization and urbanization, this paper summarizes the challenges of future transportation governance on the aspects of urban scope, technology development, transportation developing trend, risk management, evolution of governing strategies, and ect. The paper analyzes the interdisciplinary knowledge and principles of urban transportation governance. With the sight of the “three- dimensional space” analysis framework, the paper develops a research framework for urban transportation governance which is oriented by transportation problems, implemented by interdisciplinary methodology, and targeted by the optimization of transport service. Considering the opportunities and challenges, the paper emphasizes five core issues on future urban transportation governance such as regional transportation integration within city clusters, digital city and traffic information development, smart city and green transportation, emergency transportation management, and transportation fairness and integrated governance.
