北京市平面交叉口弱势群体安全改善措施

摘要:非机动车及行人在交通事 故中占很大比例,并处于弱势地 位,急需得到特殊保护。利用交通 冲突技术(Traffic Conflict Technique, TCT)分析行人和非机 动车在交叉口的安全状况,提出减 少冲突的策略。以北京市交通冲 突问题较典型的平面交叉口为例, 针对设置非机动车二次左转待转 线、为右转机动车设置右转红绿 灯、为行人设置二次过街安全岛、 改变平面交叉口护栏长度及位置 等典型改善措施,采用违章比例、 车速、步速、冲突数等指标,对比分 析措施实施前后交叉口的交通运 行状况,评价改善措施实施效果。 结果表明,采取的改善措施能提高 平面交叉口弱势群体的交通安全性。

Intersection Safety Improvements for Vulnerable Road Users in Beijing

Abstract:Because the disproportional crashes occurred to non-motorized road users including pedestrians, it is urgent to develop crash countermeasure that protect the various vulnerable road users. Using traffic conflict analysis, this paper proposes the strategies to reduce traffic conflict points at intersections. Specifically, several measurements were implemented at the typical at-grade intersections in Beijing including: staged left-turn for non-motorized vehicles, green-light for right-turn vehicles, safe refugee- island for pedestrians crossing, modifying the length and location of intersection barriers. With number of traffic violations, operating speed, pedestrians walking speed, number of conflicts as evaluation index, the results of the before- and-after analysis show significant improvement at these intersections.
