摘要： 在国土空间规划体制机制改革背景下，交通规划以怎样的形式和方法融入国土空间规划体系 是当前适应新时代发展理念、实现“以人民为中心”价值观面临的亟待解决的议题。以交通与空间 规划之间的内在逻辑关联为切入点，总结交通规划实施工作改革的必要性。从国土空间规划法规政 策视角，探讨国土空间规划体系对综合交通体系构建、制度设计以及传导机制的融合性思考，以期 强化政府管理与基层自治的良性互动关系。以北京市《朝阳区综合交通规划(2018 年—2035 年)》为 例，在新技术手段和编制内容的创新规划范式基础上，提出综合交通规划策略、主要措施以及规划 实施项目的编制思路，为未来国土空间详细规划及综合实施方案提供战略引导和技术支撑保障。

Adaptability of Comprehensive Transportation Planning Reforms Under the National Territory Spatial Planning System: A Case Study of Chaoyang District in Beijing

Abstract： In the context of the National Territorial Spatial Plan reforms, the integration of transportation planning into the national territory spatial planning system in what form and method is an urgent issue that needs to be addressed for adapting to a new development concept in a new era and achieving people-oriented value. This paper starts from the inner logic relationship between transportation and spatial planning, then summarizes the necessity of reforming the implementation of transportation planning. From the perspective of regulations and policies, the paper explores the integration of national territory spatial planning system in the construction of the comprehensive transportation system, system design, and transmission mechanism, in order to strengthen the positive interaction between government management and primarylevel governance. Taking the “Chaoyang District Comprehensive Transportation Planning (2018- 2023)” in Beijing as an example, based on the innovative planning paradigms of new technological means and preparation content, the paper proposes comprehensive transportation planning strategies, main measures, and preparation ideas of planning implementation project, providing strategic guidance and technical support for future detailed national spatial planning and comprehensive implementation planning schemes.
