摘要：停车是城市交通体系的重要组成部分。小汽车快速增长引发了停车需求的爆发式增长，城市停车对我国城市交通体系的健康发展产生了严重的影响。以北京停车体系发展为例，在分析我国城市停车政策、规划、建设与管理基本状况的基础上，充分借鉴国外城市停车发展的基本经验，基于我国城市小汽车发展的环境、态势和城市停车在城市交通体系中的功能与作用，提出了我国大城市停车体系发展的指导思想、基本原则、战略目标、战略任务和基本对策。

Strategies for Development of Metropolitan Parking Systems in China: Taking Beijing as an Example

Abstract: Parking is an important part of an urban transportation system. A rapid increase of car ownership has been resulting in a booming demand for parking spaces, which leads to a significant influence on a healthy development of urban transportation systems within cities in China. Taking Beijing as an example, and based on an analysis of Chinese current policies governing the planning, construction, and management of parking facilities, and regarding the environments and situations of a high-pace increase of car-ownership, and the functionality of urban parking systems, together with considerations of experiences learned from other cities around the world, this paper proposes guidelines, basic principles, strategic goals and objectives, and primary steps for developing metropolitan parking systems in China.
