摘要：智能交通在缓解交通拥堵，减少空气污染以及减少其他机动车负面影响等方面发挥着越来越大的作用。作者经过对英、德两国智能交通系统应用情况的考察，介绍了智能交通技术在欧洲的应用与发展情况，论述了智能交通系统的组成以及关键要素，提出了建设智能交通的步骤，并分析了欧洲智能交通系统的发展对我国智能交通建设的启发。

The Development of ITS in Europe and Its Suggestions for China

Abstract: ITS is taking a more and more important role in reducing traffic congestion, pollution and other detrimental effects of vehicles. The author shares his visiting experience in England and Germany about ITS , then introduces the development and application of ITS in the Europe. The components and some key issues of ITS are discussed in this paper, in which the steps to establish the ITS in china are also been presented. Based on the Europe's experience of ITS, the author at last gives the suggestion of developing ITS in China.
