可持续城市项目 高级工程师 (CSCP Senior Engineer)

The U.S. Energy Foundation is a public charity based in San Francisco, California, whose mission is to advance clean energy technology. The Energy Foundation has a Beijing representative office that supports The China Sustainable Energy Program (www.efchina.org), whose mission is to encourage China’s sustainable development through energy efficiency and renewable energy policy development.

The Energy Foundation’s China Sustainable Energy Program is launching a new “China Sustainable Cities Program” (CSCP) based in its offices in Beijing. We are interested in assisting China’s cities to develop sustainable urban designs and sustainable transportation systems, focusing on the energy saving elements in each of these areas. CSCP will focus on pilot project implementation in Chinese cities. Our primary role is as a grant maker and also a technical supporter working with Chinese institutions, government decision-makers, and international experts to assist in China’s transition to a sustainable energy future.

Over the next quarter century, China’s central government plans to move over 300 million people from rural areas into hundreds of newly built cities. These cities will make enormous demands on natural resources and the environment. Decisions regarding efficient urban layout, whether transportation systems will emphasize efficient mass transit—are all decisions being made in real time and that will have centuries-long ramifications.

We seek a responsible, energetic, and highly professional individual fluent in Mandarin and English, with a background in urban transportation system planning and in-China government policy experience to help us conduct technical support to local practice in developing sustainable urban transportation system. The individual would be hired as Senior Engineer, based in the CSCP office in Beijing.

Responsibilities

Under the direction of the Technical Director, the Senior Engineer will:
· Support local urban transportation experts on BRT network planning in cities, including the design of BRT corridors.
· Conduct the planning and designing of public transit system to prioritize public transit in each city with the cooperation of international and domestic consultants.
· Conduct the optimization of urban transportation system, including planning and design Non-motorized modes, private transportation demand management, traffic control, and other related transportation engineering.
· Help the consultants to summarize international experiences on transportation systems planning and transfer the international knowledge to local team.
· Organize workshops and trainings for China’s cities, to include bringing in international consultants as needed.
· Accompany international consultants on travel tours to domestic cities, work with local team and bring the international best practice to local team.
· Accompany Chinese officials and others engaged in BRT projects on travel tours to “best transportation policy practices” sites.
· Develop papers and reports to promote sustainable transportation in China.

Qualifications

· Rich experience (Work or Lab experiences) in the field of transportation system development, planning and designs.
· Strong understanding of the dynamics of urban transportation development in China; experience dealing with technical and political issues within the transportation sector.
· Capable to conduct the CSCP mission in cities individually and/or leading a team.
· Fluency in English and Mandarin with the ability to translate and draft documents in both languages.
· Spoken English fluency.
· Solid computer knowledge, including in Microsoft Word, Excel, PowerPoint, AutoCAD, and transportation engineering software.
· Work well under pressure, both independently and as a team member, and be a creative problem-solver.
· An ability to demonstrate at all times an energetic, “can do,” cordial, and professional demeanor and attitude.
· An ability to be flexible, responsive, and timely.
· Be willing to travel within China and internationally to accomplish the tasks listed above.

Skills and Qualifications

· At least one year experience (Work or Lab experiences) in the field of transportation system development, planning and design, and possess at least a master’s degree or equivalent in Transportation Engineering, Urban Planning or related disciplines.
· Strong understanding of the dynamics of urban transportation development in China; experience dealing with technical and political issues within the transportation sector.
· Fluency in English and Mandarin with the ability to translate and draft documents in both languages, oral communication is a plus.
· Solid computer knowledge, including in Microsoft Word, Excel, PowerPoint, AutoCAD, and transportation engineering software.
· Work well under pressure, both independently and as a team member, and be a creative problem-solver.
· An ability to demonstrate at all times an energetic, “can do,” cordial, and professional demeanor and attitude.
· An ability to be flexible, responsive, and timely.
