摘要: 作为新兴的经济形态,低空经济正逐步成为全球关注的焦点。然而,由于其处于初期发展阶 段,面临法律法规不完善、基础设施建设不足等挑战。通过分析城市空中交通的发展历程和前景,以 及通用航空产业的发展情况,深入探讨了发展低空经济的核心要素以及高科技创新在低空经济中的重 要作用。针对中国的管理体制机制和航空产业发展基础,研判了中国发展低空经济的优势与挑战。从 研发低空空域数字化系统、构建分级分类的无人驾驶航空器系统适航管理体系等方面,探讨了推进低 空空域管理改革的路径。通过研究讨论,期望为低空经济的可持续发展提供理论依据与实践指导,推 动航空产业技术与市场的深刻变革,构建航空产业全新格局。

Opportunities and Challenges for Low-Altitude Economy and Future Prospects of Urban Air Mobility Planning

Abstract: As an emerging economic form, the low-altitude economy is gradually becoming the focus of global attention. However, due to its early stage of development, it faces challenges such as incomplete laws and regulations, and insufficient infrastructure construction. By analyzing the development process and prospects of urban air mobility, as well as the development of the general aviation industry, this paper deeply explores the core elements of developing a low-altitude economy and the important role of hightech innovation in its application. Based on China's management system and mechanism, as well as the development foundation of the aviation industry, the paper analyzes the advantages and challenges of developing the low-altitude economy in China. The path to promoting the reforms of low-altitude airspace management is explored from the aspects of developing a digital system for low-altitude airspace and constructing a graded and classified airworthiness management system for unmanned aerial vehicle systems. Through research and discussion, the paper aims to provide the theoretical basis and practical guidance for the sustainable development of the low-altitude economy, promote profound changes in aviation industry technology and market, and build a new pattern for the aviation industry.
