摘要: 新时期深圳市综合交通发展面临规划体系重构、空间资源约束加剧、发展导向转变等核心挑 战。首先回顾并总结深圳市40 年来外向型交通发展、设施规模支撑空间拓展、体系导向协同发展 等阶段性特征,进而剖析粤港澳大湾区建设、国土空间规划体系建立及技术革新背景下交通规划的 适配性需求。最后,从法定规划编制体系构建与传导、城市出行向服务为先转型、空间资源多路径 复合利用与减量、技术融合应用等四个维度,提出新时期深圳市综合交通体系规划转型的关键路 径。研究成果将促进同类超大城市综合交通体系规划转型及支撑城市交通高质量发展。

Systemic Governance, Service-Driven Development, and Spatial Downsizing: Key Pathways for the Transformation of Shenzhen's Comprehensive Transportation System Planning

Abstract: In the new era, Shenzhen's comprehensive transportation development faces key challenges such as the restructuring of planning framework, intensifying constraints on spatial resources, and shifts in development orientation. This paper first reviews and summarizes the phased characteristics of Shenzhen's outward-oriented transportation development, spatial expansion supported by infrastructure scaling, and system-oriented coordinated development over the past 40 years. The paper then presents an analysis of the adaptability requirements of transportation planning under the context of the Guangdong- Hong Kong- Macao Greater Bay Area construction, the establishment of the national territorial space planning system, and related technological innovation. Finally, the paper explores key pathways for the transformation of Shenzhen's comprehensive transportation system planning in the new era from four aspects: the construction and transmission of statutory planning compilation systems, the transformation of urban travel to service-first priority, the multi-path composite utilization and downsizing of spatial resources, and the integrated technological applications. The research results will promote the transformation of the comprehensive transportation system planning in other similar megacities and support the high-quality development of urban transportation.
