场景驱动的低空起降设施布局规划技术体系研究

摘要: 随着低空经济逐步从产业链上游的生产制造向下游的综合应用延伸,充分发挥低空起降设施 等基础设施的战略性、先导性和基础性作用日益迫切。围绕低空起降设施布局的关键问题,从商业 化运营需求出发,提出贴合需求、规避风险、分类分级、融合布设、竖向管控的布局原则。构建了 涵盖“综合分析—目标制定—方案生成”3 个阶段、7 个环节的起降设施布局规划技术框架,提出 了基于用户画像法、渗透率测算法与网络覆盖法的设施需求分析方法,建立了结合价值导向的目标 策略体系以及“概念—控制—实施”三级规划方案生成路径。通过引入多网融合集约布局模式与贯 穿全过程的空域评估方法,增强了规划的系统性与实施性。

Technology System for Scenario-Driven Layout Planning of Low-Altitude Takeoff and Landing Facilities

Abstract: With the low-altitude economy progressively extending from upstream manufacturing of the industrial chain to downstream integrated applications, it has become increasingly urgent to fully leverage the strategic, pioneering, and fundamental role of infrastructure such as low-altitude takeoff and landing facilities. Focusing on key issues in facilities layout and the requirements of commercial operations, this paper proposes a set of planning principles that emphasize demand alignment, risk avoidance, hierarchical classification, integrated deployment, and vertical control. A three- stage, seven-step technical framework for layout planning is constructed, encompassing comprehensive analysis, objective setting, and plan generation. The paper proposes facility demand analysis method based on user profiling, penetration rate estimation, and network coverage analysis, and establishes a value- oriented system of planning objectives and strategies, along with a three-tier planning pathway consisting of concept, control, and implementation. By introducing an intensive, multi- network integrated layout model and an airspace assessment method applied throughout the entire process, the framework enhances both the systematic rigor and practical feasibility of planning for low-altitude takeoff and landing facilities.
