| 交通建设与耕地保护协同发展路径——以南昌市新建区为例

摘要: 探究交通建设与耕地保护之间的协同发展路径,旨在构建既能满足现代交通建设需求,又能 切实保障国家粮食安全的可持续发展体系。以南昌市新建区为例,综合运用GIS 空间分析、多情景 预测模型等方法,揭示交通建设占用耕地的时空演变特征与冲突机理,并对不同情景下交通建设占 用耕地规模及其占补平衡压力进行预测评估。研究发现:2010—2023 年,新建区交通建设占用耕地 规模呈阶段性上升趋势,在空间上呈现聚集分布特征;不同交通建设用地类型占用耕地特征差异显 著,对耕地数量、质量及破碎化均产生多维影响;未来新建区交通建设面临的耕地占补平衡压力将 持续加剧,亟须构建系统性的应对路径。最后,提出“规划—建设—管理”三位一体的协同发展框 架,为统筹推进交通强国战略与保护耕地国策提供可操作的理论参考与实践范式。

Coordinated Development Pathways for Transportation Construction and Farmland Protection: A Case Study of Xinjian District, Nanchang

Abstract: Exploring coordinated development pathways for transportation construction and farmland protection aims to establish a sustainable development framework that not only meets the demands of modern transportation infrastructure, but also effectively safeguards national food security. Taking Xinjian District of Nanchang as a case study, this paper presents a combination of GIS-based spatial analysis and multi-scenario forecasting models to reveal the spatiotemporal evolution characteristics and conflict mechanisms of farmland occupation by transportation construction. The scale of farmland occupation and the resulting pressure on the balance between farmland occupation and compensation under different scenarios are also predicted and assessed. The findings indicate that from 2010 to 2023, farmland occupied by transportation construction in Xinjian District exhibited a phased upward trend and a spatially clustered distribution pattern. Significant characteristic differences are observed among various types of transportation construction land use in terms of farmland occupation, exerting multidimensional impacts on farmland quantity, quality, and fragmentation. In the future, the pressure on maintaining the balance between farmland occupation and compensation associated with transportation construction in Xinjian District will continue to intensify, underscoring the urgent need for developing a systematic response framework. Finally, the paper proposes a "planning-construction-management" three-in-one framework for coordinated development, providing an operational theoretical reference and practical paradigm for advancing China's national strategy of developing a strong transportation network while implementing the fundamental policy of farmland protection.
