Abstract: Against the backdrop of the networked development of urban rail transit, the functional role of Guangzhou's Public Bus and Trolleybus (PBT) system has undergone a fundamental shift. The existing PBT network structure—which primarily focused on coverage and direct service—combined with the traditional incremental approach to network optimization, is no longer sufficient to adapt to the current and future development paradigm of "urban rail transit as the main mode, with PBT systems serving as a supplement." There is an urgent need for a systematic restructuring of the network to achieve deep synergy between PBT systems and urban rail transit. Taking Guangzhou as an example, this paper explores the concepts and methods for demand-oriented restructuring of a transfer-oriented PBT network under conditions where urban rail transit operates as an integrated network. First, the paper analyzes the major development challenges currently facing Guangzhou's PBT system; then, it examines the development landscape and requirements against the backdrop of an integrated urban rail transit network; and, based on this, outlines a path for restructuring the PBT network. Relying on Guangzhou's PBT demand forecasting model, the paper investigates the restructuring model of a "backbone + feeder" transfer- oriented network. A technical planning method is proposed based on passenger demand, a tiered approach, and the principle of "route-byroute planning and network-wide optimization." The findings can provide a replicable and scalable technical pathway for the coordinated development of public transportation in megacities.
