| 立体城市低空空域城市设计框架研究

摘要: 针对立体城市发展中低空空域设计研究不足的问题,对立体城市与低空空域的关联关系进行 了系统研究。通过文献综述与理论分析,厘清了立体城市与低空空域的基本概念,梳理了国内外相 关研究现状,指出低空空域在立体城市领域仍处于初步探索阶段。采用定性与定量相结合的方法, 构建了“原则—内容—实施”三位一体的低空空域城市设计框架,实现了从宏观总体规划到微观节 点设计的系统整合。在实施与管理层面,基于城市设计及低空经济相关政策文件,建立了涵盖安全 韧性、运行效率、社会效益、经济价值、生态影响等5 个维度的量化评估指标体系,以检验设计框 架的适用性与可操作性。同时,从空间功能、飞行路径、交通模式等方面,分析了传统城市地上空 间与低空空域整合过程中可能出现的主要冲突类型,并提出相应的预防策略。研究结果表明,该框 架有助于提升低空空间与地面城市空间的协调程度,增强低空空间的复合利用效率,改善地空一体 化的空间衔接关系。

Urban Design Framework for Low-Altitude Airspace in Three-Dimensional Cities

Abstract: Addressing the lack of research on low-altitude airspace design in the context of three-dimensional city development, this paper conducts a systematic investigation into the relationship between threedimensional cities and low-altitude airspace. Through a literature review and theoretical analysis, the paper clarifies the basic concepts of three-dimensional cities and low-altitude airspace, summarizes the current state of related research both in China and internationally, and points out that low-altitude airspace remains in the preliminary exploration stage within the field of three-dimensional cities. By combining qualitative and quantitative methods, this paper establishes a three-pronged urban design framework for low-altitude airspace, comprising "principles, content, and implementation", achieving systematic integration from macro- level master planning to micro-level node design. At the implementation and management levels, based on policy documents related to urban design and the low-altitude economy, a quantitative evaluation indicator system covering five dimensions — safety and resilience, operational efficiency, social benefits, economic value, and ecological impact — is established to test the applicability and operability of the design framework. Meanwhile, the paper analyzes the main types of conflicts that may arise during the integration of traditional urban surface spaces and low-altitude airspace in terms of spatial functions, flight paths, and transportation modes, and proposes corresponding preventive strategies. The research findings indicate that the framework helps enhance the coordination between low- altitude airspace and ground- level urban space, improve the efficiency of mixed-use in low-altitude airspace, and optimize the spatial integration between ground and airspace.
