优先发展城市公共交通 建设和谐城市交通体系

摘要:从城市交通拥堵日趋严重,交通能耗急剧上升,城市交通污染加剧,交通事故死亡率居高和交通拥堵造成经济损失5个方面对我国城市交通发展面临的主要问题进行了详细分析,阐述了优先发展城市公共交通的重要意义。要积极稳妥推进公交行业改革,大力发展公共汽(电)车和城市轨道交通,积极发展大运量的快速公交系统(BRT),以优化公交行业运营结构。在政策扶持方面,要加大政府资金投入,规范补贴制度,坚持城市公共交通的低票价政策,采取措施保障城市公共交通的道路优先使用权等。最后,指出要转变观念,充分认识城市要根据行人数量而不是机动车数量分配城市空间,仅仅依靠道路扩张不能解决城市交通拥堵问题,以及公共交通是适用于所有人的出行方式等。

Continuing Priority on Public Transportation Development, and Advancing Construction of Harmonious
Transportation Systems

Abstract: This paper articulates the critical significance of favorably developing urban public transportation through an in-depth analysis of major issues in urban transportation development from three aspects, i.e., a daily worsening of traffic congestion, a sharp escalating of vehicular energy-consumption, and an increasing deteriorating of environmental pollution. The paper further points out that, in order to better-off the industry structure of public transportation, there exists a need to steadily advance the reforming of public transportation industry, to energetically endeavor in developing bus/tram and rail transit facilities as well as large-capacity BRT (Bus Rapid Transit). As far as supporting policies are concerned, the paper suggests that actions be taken of making more monetary investment from the government, regulating the compensatory mechanism, subsidizing public transportation industry, continuing a low fare strategy, and ensuring transit vehicles a preemptive right in roadway passage. The paper concludes with remarks on conceptual renewal, such as, to fully understand that the amount of roadway usage should be determined according only to the number of travelers instead of vehicles, and that public transportation is suitable for all travelers. Therefore, a travel philosophy of green transportation should be cultured, with urban public transportation development substantially promoted.
