摘要：在满足居民人口增长变化对城市和城市交通发展 提出的需求同时，新加坡正面临着提高城市环境宜居性的 挑战。针对这一问题，从三方面阐述了今后10~15 年内塑 造新加坡道路交通系统的政策与发展策略：一是通过扩展 轨道交通、提高公交网络的整合度、优先发展公共交通；二 是利用公路收费等手段限制车辆拥有与使用；三是建设无 障碍设施以满足弱势群体的需求，向低收入群体提供帮 助。最后，介绍了新加坡在提倡以人为本，鼓励公众参与， 打造获得公众支持的道路交通系统等方面已经进行的工作。

Strategies to Develop Transportation Systems in Singapore

Abstract：Singapore is now facing a challenge to meet the mobility needs of the residents and to improve its livability as its increasing population poses a new demand on urban and transportation development. To this end, the author proposes some policies and strategies to develop the nation's transportation systems in the next 10 to 15 years. Those policies and strategies shall be focused on three areas: first, giving priority to transit development through extension of the rail system and improvement of transit network integration; second, limiting vehicle ownership and usage by road pricing and the like; third, building barrier-free facilities as a means to accommodate travel demands for the disadvantaged, and providing assistance to low-income groups. The author also presents some on-going activities in Singapore, such as public participation and engagement, to promote human-friendly transportation systems.
