摘要：基于住房和城乡建设部开展的“城市步行和自行车交通系统示范项目”，针对昆明市主城区步行和自行车交通系统规划展开探讨。立足于昆明市主城区公共空间特征和城市特色，分析步行和自行车交通系统现状，指出其存在基础设施品质不高、系统连续性差、特色不足的问题。基于步行和自行车交通系统的规划建设目标，提出系统规划的技术路线。围绕重点区域的评价选择、步行和自行车特色廊道布局、规划导则几个层面重点阐述规划方案及要点。最后，强调步行和自行车交通系统的建设不仅需要工程技术措施的保证，更需要全社会达成“公交优先、慢行不慢”的共识。

Pedestrian and Bicycle Transportation Planning in Main Urban Area of Kunming

Abstract：Based on the pilot project on urban pedestrian and bicycle transportation system developed by Ministry of Housing and Urban-Rural Development the People’s Republic of China, this paper studies the pedestrian and bicycle transportation system planning in main urban area of Kunming. By analyzing the characteristics of public space and existing pedestrian and bicycle system in main urban area of Kunming, the paper summarizes the main problems in pedestrian and bicycle transportation, such as low-quality facilities, poor consistency, and lack of unique service features. Based on planning and construction objectives, the paper puts forward the pedestrian and bicycle transportation planning techniques. The paper elaborates the scenarios and key elements of pedestrian and bicycle transportation planning in three aspects: key areas evaluation and selection, pedestrian and bicycle corridors planning, and planning guidelines. Finally, the paper emphasizes that the development of pedestrian and bicycle transportation system depends not only on the engineering and technology, but also the consensus of the participating communities on public transportation priority and efficient pedestrian and bicycle travel.
