《北京城区行人和非机动车交通系统设计导则》编制思路与技术要点

摘要:为改善行人和非机动车交通环境、促使城市交通模式由“车本位”向“人本位”转变,北京市自2006年开展了相关研究工作,并于2010年6月发布了《北京城区行人和非机动车交通系统设计导则》(以下简称《导则》)。以上述工作为基础,介绍了《导则》编制的总体思路,分析行人和非机动车交通系统的基本要求及设计体系构成。结合北京市相关调查数据,对《导则》编制涉及的重点技术问题展开探讨,包括行人和非机动车交通系统的空间范围、有效通行宽度、行人过街设施、安全设施及人性化设计。最后,指出下阶段应针对交通环境、空间整合、人性化设计等方面开展专项研究。

Overview Pedestrian and Bicycle System Design Guidelines for Beijing Urban Area

Abstract:To improve travel environment of pedestrian and other non-motorized travel modes and promote urban transportation development change from vehicle-oriented to people-oriented, Beijing government has conducted the research on this topic since 2006. As a result of the research, the “Pedestrian and Bicycle System Design Guidelines for Beijing Urban Area” was released in June 2010. This paper introduces the basic principles of the guideline, as well as the requirements and components of pedestrian and bicycle system. Based on the survey results, the paper discusses the key technical issues in the guideline preparation: the spatial scope of pedestrian and bicycle systems, effective passage width, pedestrian crossing facilities, and safety and user-friendly design. Finally, the paper points out that further study should focus on travel environment, spatial integration, and user-friendly design.
