面向协同实施的深圳市城市交通规划

摘要:协同实施是城市快速发展、交通大规模建设阶段所面临的一个难题,需从交通规划设计编制与管理工作机制源头上加以改进。简要阐述了城市交通协同实施的目标及四阶段管理要求。基于协同实施目标与要求,系统提出了城市交通规划的四项关键控制环节,并针对各控制环节提出城市交通规划形式、主要内容及方法。介绍深圳市构建的城市交通仿真系统及数字交通规划平台,指出其为城市交通规划设计提供了多层次的技术支持。详细阐述了深圳市近20年在战略发展规划、重大交通设施详细规划、交通改善规划以及年度实施计划评估四个方面的规划设计实践经验。

Integrated Urban Transportation Planning in Shenzhen

Abstract:It is a challenge to have coherent and integrated urban development at the rapid urban development and massive transportation infrastructure construction stage, which requires the improvement at the initial transportation planning and design preparation. By discussing the objectives and four stage management requirements of integrated urban transportation, this paper proposes the four key control elements in urban transportation planning with corresponding planning concepts and contents for each key control element. After introducing the Shenzhen urban transportation simulation system, the paper presents the multi-level technical support for urban transportation planning. Finally, the paper illustrates the Shenzhen’s practical experiences in the past two decades in strategic development planning, key transportation facilities planning, traffic improvement planning, and assessment on annual implementation plan.
