摘要：缓解城市交通问题需要从多方面入手，不完全是专业技术层面，行政管理层面也十分重要。首先强调交通系统是城市系统的重要组成部分，需要运用系统观念去看待。以东京为例，从公共交通、尤其是轨道交通系统，具体的交通技术措施和停车管理等角度介绍了交通系统的组织与设计。最后，提出要从改变城市交通规划观念、合理控制城市规模和城镇化比例、公交优先和快慢分离、创新和改进交通工具，以及城市交通管理等方面，进行合理规划、科学管理，形成综合、系统、协同的城市交通系统。

Developing Comprehensive Urban Transportation System

Abstract：To solve urban transportation problems requires not only specialized technology but also effective administrative management. Recognizing public transit as an important component of urban system, this paper emphasizes developing urban transportation system in a system perspective. Taking Tokyo as an example, the paper discusses transportation system management and design in several aspects: public transportation especially rail transit system, transportation technology, and parking management. Finally, the paper proposes a comprehensive and coordinated urban transportation system through reasonable planning and scientific management such as innovative planning concept, reasonably controlling urban spatial extent and urbanization rate, prioritizing public transit and separating motorized and non-motorized traffic, improving efficiency of different travel modes, implementing transportation management, and etc.
