摘要：经历了20多年的探索、实践与发展，中国城市公共交通取得了巨大成就，城市公共交通优先发展也已成为社会共识，但实践中仍存在一些问题值得思考与研究，这些问题直接关系到未来城市公共交通优先发展的方向与实施效果。首先，分析了目前公共交通面临的尴尬，指出城市公共交通优先发展的深层问题是理念中仍存在一些误区。然后，具体从概念、公交服务的全民性、公交引导城市发展、轨道交通发展以及公共交通的弱势五个方面探讨了优先发展的理念误区。最后，针对这些误区提出了对城市公共交通优先发展的新认识以及值得进一步深入研究的问题。

Thoughts on the Practice of Urban Public Transportation Priority Development in China

Abstract：After more than 20 years of exploration, practice and development, urban transit in China has made great achievements. Despite the fact that priority development of urban transit has gradually been accepted as a social consensus, there are still a number of critical issues in practice deserved further research and thinking, which are relevant to the future direction and effectiveness of urban transit priority development. Firstly, this paper analyzes the dilemma faced by urban public transport, showing that misunderstandings in urban transit developing concepts have caused most of the in-depth problems. Those misunderstandings are investigated in detail from the perspective of five aspects including the concept of public transit priority development, service equity, transit-oriented development, rail transit construction, and weakness of public transport. Innovative realization of urban transit priority development along with problems deserved further investigation is finally proposed in response to those misunderstandings.
