摘要： 交通安全、交通污染、交通拥堵等问题已成为制约中国城市创新发展和转型发展的瓶颈。为 进一步探索中国城市突破交通困境、治理雾霾顽症、创新转型发展之路，深入解析新加坡2030 年 陆路交通总体规划的先进理念和内容特色。阐述了新加坡“集约用地+改善体验”及“公交主导+多 管齐下”的陆路交通规划思想和政策。在此基础上，探求新加坡2030 年陆路交通发展规划对中国 城市交通规划在转变观念、优化方法、完善机制等方面的有益启示。重点对如何提升集约交通品 质、加强服务民生的人性化规划、健全智能化和信息化交通规划体系提出建议。

What We Can Learn from Singapore 2030 Land Transport Master Plan

Abstract： Traffic safety, pollution and congestion have become the bottle-neck of sustainable urban development and reform in China. While searching for the best and innovative solutions for aggravated urban traffic congestion and smoggy air problems, this paper provides a detailed analysis of Singapore 2030 Land Transport Master Plan for new concept and practices. The paper elaborates the land transport plan principles of intensive land use and travel experience improvement, as well as policies of public transit dominant and multi-strategies adoption in Singapore. Furthermore, the paper discusses what we can learn from Singapore 2030 Land Transport Master Plan for the urban transportation planning in China, including mindset change, optimizing planning methods, improving system management structure, and etc. The paper offers suggestions on how to improve transportation quality at aggregate level, enhance human-based planning, and establish an intelligent and information-based transportation planning system.
