摘要： 为切实转变以往城市道路“重工程、轻功能”的设计模式，针对江苏省城市道路建设管理中 面临的主要问题，江苏省住房和城乡建设厅组织编制了《江苏省城市道路交通设计指南》。在道路 建设流程上强调功能导向型交通设计的地位和作用，推动规划、设计、建设、管理等环节之间的深 度协作。在设计内容上强调回归多种交通方式共享的道路功能，改革道路路权的分配模式，整合城 市空间资源，加强交通与用地、景观、人文的有机协调等，从而营造以人为本的道路交通环境，提 升城市活力。

Discussion on Urban Roadway Design Manual of Jiangsu Province

Abstract： To change the traditional principles of urban roadway design which prefer more on aspect of engineering than road functionality, the Department of Housing and Urban- Rural Development of Jiangsu Province issued the Urban Roadway Design Manual. The manual enhanced the role of urban roadway design and the cooperation among administrations and agencies in the procedure of urban roadway planning, design, construction and management. The manual features in highlighting multi-mode sharing and integration, right-of-way allocation, roadway and roadside space integration, road and land-use coordination, and etc. All of those efforts are to achieve the goal of creating a people-oriented traffic environment and improve city vitality.
