适于中国城市的TOD规划理论研究

摘要: TOD规划理论在中国得到广泛应用,有效指导了城市交通枢纽地区的开发建设,但在实际应 用过程中对其理解还存在误区。首先对TOD的概念、规划原则、分类与典型模式进行解读。重点 分析美国TOD规划理论产生的历史背景,以及中美城市在发展阶段、人口密度、土地所有制、公 共交通投资体制、文化背景的差异性。由此得出美国的TOD规划理论并不能完全适用于中国城 市。最后,基于TOD规划理论中的核心原则与中国城市发展现实,提出适于中国特征的TOD规划 模式。

Suitability of TOD Planning Theory for Chinese Cities

Abstract: The extensive application of the transit-oriented development (TOD) planning theory in China has effectively guided the development and construction of urban areas with intermodal and intramodal terminals. However, the misunderstanding of the TOD principles still exists in practice. This paper first discusses TOD's concept, planning principles, classification and typical models. Through analyzing the historical background of the TOD theory in the U.S. and the difference between Chinese and U.S. cities in terms of development stage, population density, land ownership system, public transportation investment system and cultural background, the paper concludes that the TOD planning theory adopted in the U.S. is not completely suitable for cities in China. Finally, the paper proposes a TOD planning model that tailors to Chinese characteristics based on the core principles of TOD planning theory and the development of Chinese cities.
