建设卓越的国际绿色交通之都 ——天津市中心城区绿色交通发展战略研究

摘要: 天津市中心城区迎来内部存量优化和外围增量扩容并存的新时代,市民日益增长的出行需求 与城市交通基础设施不平衡、不充分、不绿色发展之间的矛盾愈发突出。提出到2030 年将天津市 中心城区建设成为卓越的国际绿色交通之都,并围绕紧凑之城、自行车之城、宜居之城三大核心目 标制定绿色交通发展指标体系与发展策略。详细阐述天津市中心城区绿色交通发展策略:构建多方 式公共交通骨架网络,采用公共交通引导用地开发(TOD)的模式,构建公共交通先导的紧凑之城; 强化步行和自行车交通网络,保障自行车出行,建设世界知名的自行车之城;强化机动车管控,配 合相应激励机制,促进可持续交通体系建设和宜居之城发展。

Build Towards a Global Capital of Green Transportation: Development Strategies of Green Transportation in Central Urban Area of Tianjin

Abstract: In a new era of optimizing planned land use within urban central area and promoting land use development outside urban central area in Tianjin, the contradiction between the ever- increasing travel demand and the unbalanced, inadequate and non-green urban transportation infrastructure development is becoming increasingly prominent. Aiming for a city of excellence in green transportation by 2030, this paper proposes a development strategy of green transportation system with the assessment measures for Tianjin central area, which focuses on three core targets: making city compact, bicycle friendly and more livable. The details of the green transportation development strategies for Tianjin central area are elaborated such as developing a multimode public transit backbone network, utilizing transit- oriented development, strengthening network for pedestrian and cyclists, protecting pedestrian travel, becoming a well- reputed city of bicycle travel, enforcing motorized vehicle control, promoting positive development with incentives, as well as building sustainable transportation for a livable city.
