摘要： 通过梳理城市交通治理模式存在的问题，提出城市交通治理模式变革方向与路径。城市交通 治理应充分体现以人民为中心，树立公平、集约、绿色、效率、安全、有序、共享、智慧的发展目 标。实施交通系统内部协同，以及交通与土地使用、经济、环境、社会、科技的协调发展策略。重 点指出应构建政府、市场、社会协同的治理体系。政府层面发挥主导作用，维护和保障公共利益； 市场层面推进运营投资和服务创新，实现外部负效应内部化；社会层面强化公众参与、法规意识， 实现社会公平、公正及社会效率。

Reform of Urban Transportation Governance Mode

Abstract： Targeting at the existing problems of urban transportation governance mode, this paper proposes a direction and path for reforming urban transportation governance mode. The reformed mode should be the people-centered, and carefully consider the issues of equality, intensity, green, efficiency, safety, sustainability, and sharing. The new mode aims to achieve the goal of inter-coordination within the transportation system, integration of transportation system and land use, economy, environment, society, science and technology. The emphasis is to construct an updated governance system which is able to coordinate government, market, and society. During the process, government is recommended to play as a leading role in protecting public interests, while market is suggested to promote investment and service innovation, achieve the internalization of external negative effects. The role of society is to strengthen public participation and awareness of laws and regulations, accomplish social equity, justice and social efficiency.
