延续改良抑或颠覆创新——智慧城市中TOD模式变化与规划策略

摘要: 智慧城市中的TOD模式既体现了对传统TOD规划理念的遵循与延续,也呈现出对城市形态 与规划手段的创新。按照对传统TOD模式规划理念与原则的延续或挑战程度不同,将智慧TOD模 式分为延续改良和颠覆创新两种类型。从单元尺度的扩大与缩小、城市形态的保持与变化、功能混 合的延续与创新3 个方面对智慧TOD模式与传统TOD模式进行对比。研究发现,单元尺度的扩大 与缩小均代表了智慧TOD模式对传统TOD模式服务能力的提升;智慧技术的应用使得城市形态更 加多样化成为可能;与传统TOD模式相比,智慧TOD模式的用地及建筑功能混合与创新更多具有 面向未来形成非传统的共享和体验特征。最后,基于智慧TOD模式内涵拓展和发展趋势提出相关 规划策略,强调未来智慧TOD模式发展应在基于智慧技术应用的同时融合社区生活圈、智慧社 区、未来社区、创新街区等模式,进行城市形态、功能与空间创新。

Continued Improvement or Disruptive Innovation: TOD Model Changes and Planning Strategies in Smart Cities

Abstract: The transit-oriented development (TOD) model in smart cities not only demonstrates adherence to and continuation of traditional TOD planning principles but also showcases innovations in urban form and planning methodology. Based on the degree of smart TOD model's continuing or challenging traditional TOD planning concepts and principles, this paper categorizes smart TOD models into two types: continued improvement and disruptive innovation. The paper compares smart TOD and traditional TOD models from three perspectives—the expansion and reduction of unit scales, the preservation and transformation of urban forms, and the continuation and innovation of functional mix. The findings reveal that both the expansion and reduction of unit scales through smart TOD models represent the enhancement of the service capacity of traditional TOD models. The integration of smart technologies enables greater diversity in urban forms. Furthermore, compared to traditional TOD models, smart TOD models exhibit innovative land use and architectural functions characterized by a future- oriented emphasis on non- traditional features, such as sharing and experiential elements. Based on the expanded connotations and development trends of smart TOD models, the paper finally proposes relevant planning strategies, highlighting that the future development of smart TOD models, leveraging smart technologies, should integrate community life circles, smart communities, future communities, and innovative neighborhoods to achieve innovations in urban forms, functionality, and city space.
