摘要： 在城市从增量建设到存量提质的转型阶段，作为焕发城市活力的重要抓手，街道空间优化成 为城市更新的关键举措。阐述街道空间设计理念演变，以工程标准为核心的设计方法逐渐弱化，取 而代之的是对街道空间品质的追求与对用户需求的重视。以沈阳市街道更新工程实践经验为基础， 对城市街道空间典型问题进行研判，提出以人为本、完整街道、人文关怀3 个街道更新设计理念和 全要素、全专业、全链条3 个街道更新策略。构建街道更新全要素指引体系，包含道路、市政、景 观、建筑4 个专业版块12 个类别45 项要素，通过践行道路横断面不大动、高标准建设、园路一 体、精细化微改造等原则和理念，可快速精准实现对街道U型空间内各项要素的逐项摸查与更新评 估，全面指导街道更新工程的精细化规划、设计、施工和管理。

Comprehensive Guideline System for Urban Street Renewal

Abstract： During the transition from incremental urban development to quality enhancement of existing infrastructure, street space optimization has emerged as a vital measure to improve urban vitality and drive urban renewal. This paper explores the evolution of street space design concepts, highlighting the gradual shift from design methods centered around engineering standards to approaches that focus on spatial quality and user needs. Based on the practical experience from street renewal projects in Shenyang, the paper examines typical issues in urban street spaces and proposes three key principles for street renewal: people-oriented design, complete streets, and human-centric care. Three renewal strategies are introduced: comprehensive elements, multidisciplinary integration, and complete process chain. A comprehensive guideline system is developed for street renewal, which comprises four professional modules—roads, municipal infrastructure, landscape, and architecture—divided into 12 categories and 45 elements. With the implementation of principles such as minimal alteration of road cross-sections, high-standard construction, integration of road and park pathways, and refined micro-renovations, this comprehensive guideline system enables rapid and accurate evaluation of each element within U-shaped urban street spaces. The system provides comprehensive guidance for the detailed planning, design, construction, and management of street renewal projects.
