摘要： 进入21 世纪以来，上海市先后开展了四轮综合交通发展规划编制实践，为国际航运中心建 设和超大城市综合交通体系的完善提供了有力支撑。回顾近40 年的发展历程，上海市综合交通发 展规划始终紧密结合城市发展阶段、空间拓展需求以及功能提升目标，体现了规划任务的实施性和 持续性。在《上海市综合交通发展“十四五”规划》的编制过程中，采用了多项创新技术和方法， 包括多维度量化评估、交通模型与需求预测技术的更新、一体化交通目标和指标框架的制定，以及 分系统提出的交通规划方案和重点任务，同时还建立了完备的保障机制，确保各项任务的落地实 施。最后，从国际综合交通枢纽能级、大都市圈协同发展、市域空间新格局下交通功能、交通治 理精细化、交通设施韧性、绿色智慧服务体验等方面提出上海市综合交通发展规划编制研究新 方向。

Approach Evolution and Technical Features of Shanghai's Comprehensive Transportation Development Planning

Abstract： Since the beginning of the 21st century, Shanghai has carried out four rounds of comprehensive transportation development planning practices, providing strong support for the construction of an international shipping center and the improvement of a comprehensive megacity's transportation system. Reviewing the development history of nearly 40 years, the Shanghai's comprehensive transportation development planning has always been closely aligned with the urban development phases, spatial expansion needs, and functional upgrade goals, ensuring both the implementability and the continuity of planning tasks. In the process of the Shanghai 14th Five-Year Plan for Comprehensive Transportation Development, multiple innovative technologies and methods have been adopted, including multidimensional quantitative assessments, updates of transportation modeling and demand forecasting techniques, the establishment of a framework with integrated transportation objectives and indicators, and the formulation of system-specific transportation planning strategies and key initiatives. Meanwhile, a complete guarantee mechanism has been established to ensure the implementation of all tasks. Finally, new directions for Shanghai's comprehensive transportation development planning are proposed with focuses on serving as an international comprehensive transportation hub, fostering metropolitan area coordination, enhancing transportation functions to adapt to the evolving spatial structure of the city, refining transportation governance, strengthening transportation infrastructure resilience, and advancing green and intelligent mobility services.
