摘要： 经过近20 年发展，上海国际航空枢纽的本地集散功能基本建立，航空货运枢纽地位优先确 立，但作为中国门户航空枢纽的转运功能仍待强化，国际中转功能尚显不足。阐述上海国际航空枢 纽发展概况，从核心指标、功能定位和功能布局3 个方面分析其发展目标与规划功能实现度。通过 与国际主要客货复合型机场进行对比，指出上海国际航空枢纽的优势与差距。进而提出针对性发展 策略：一是完善本地集散功能，加快轨道交通系统建设，优化航空枢纽周边道路系统；二是强化国 内门户功能，提升国际航线网络通达性和航班密度，实施高水平联程联运；三是巩固航空货运功 能，完善机场货运区布局，优化通关便利性和信息化水平；四是提升国际中转功能，改善中转设施 条件，优化航线网络结构，提高航班衔接水平。

Functional Enhancement and Development Strategies of the Shanghai International Aviation Hub

Abstract： After nearly two decades of development, Shanghai's international aviation hub has largely established its local collection and distribution capabilities, and prioritized its position as an air cargo hub. However, its transfer function as a gateway air hub for China still requires further enhancement, and its international transfer capacity remains insufficient. This paper outlines the current development of Shanghai's international aviation hub and presents an analysis of its developmental objectives with the extent to its planned functions from three perspectives: core indicators, functional positioning, and functional configuration. Through a comparative analysis with major international airports that integrate both passenger and cargo operations, the paper highlights the strength and gaps of Shanghai's international aviation hub. Based on this assessment, targeted development strategies are proposed: first, enhance local collection and distribution functions by accelerating the development of the rail transit system and optimizing surrounding road networks; second, strengthen its role as a gateway of China by improving international airline network connectivity, increasing flight frequency, and promoting high-level intermodal transfers; third, consolidate its air cargo hub by improving the layout of cargo zones and advancing customs clearance efficiency and the level of informatization; and fourth, enhance its international transfer capacity by upgrading transfer infrastructure, optimizing airline network structure, and improving flight connectivity.
