乡村风景道专项规划技术体系研究——以广州市为例

摘要: 作为城乡交通系统中的重要组成部分,乡村风景道是实现乡村经济、生态、文化价值重塑的 重要载体,也是推动乡村振兴和高质量发展的新途径。探讨了乡村风景道专项规划特点,从规划目 的、建设内容、功能属性和实施策略4 个维度,深入分析了乡村风景道专项规划与既有交通规划的 差异性。提出了一套完整的乡村风景道专项规划技术体系:首先,通过分析乡村资源总体空间结 构,构建“主线-支线-联络线”三级网络体系,形成城乡经济网络;其次,明确包含道路设施、 配套设施和旅游产品在内的建设内容标准,提升服务品质;最后,基于乡村发展需求和设施现状, 制定差异化实施计划,推动项目实施。以广州市为例进行实证研究,结果表明:三级乡村风景道网 络有效串联了全市1 000 多个美丽乡村、农业产业园、历史文化遗存和生态景观节点,连接6 个区 中心、32 个镇中心,沿线设置62 个高速公路出入口,基本实现15 min 可达高速公路网络,显著提 升了乡村地区的人流、物流集聚能力,为乡村振兴提供了有力支撑。

Technical System of Specialized Planning for Rural Scenic Roads: A Case Study of Guangzhou

Abstract: As a critical component of the urban-rural transportation system, rural scenic roads serve as an essential carrier for reshaping the economic, ecological, and cultural value of rural areas. They also represent a novel pathway for promoting rural revitalization and high-quality development. This paper explores the characteristics of specialized planning for rural scenic roads, thoroughly analyzing its distinctions from the conventional transportation planning across four dimensions: planning objectives, construction contents, functional attributes, and implementation strategies. The paper proposes a comprehensive technical system for specialized planning. First, by analyzing the overall spatial structure of rural resources, a threetier network of“main lines-branch lines-connection lines”is developed to form the urban-rural economic network. Second, standards for construction contents, including road infrastructure, supporting facilities, and tourism products, are established to enhance service quality. Finally, differentiated implementation plans are created based on the specific development needs and infrastructure conditions of rural areas to support effective project execution. An empirical study conducted in Guangzhou demonstrates that the three-tier rural scenic road network successfully connects over 1,000 rural villages, agricultural parks, historic and cultural heritage sites, and ecological landmarks across the city. It links the centers of six districts and 32 towns, and sets up 62 highway entrances and exits along its route. The network ensures 15-minute accessibility to highways, significantly enhancing the concentration of people and logistics in rural areas and offering a strong support for rural revitalization.
