日本城市道路韧性规划实践及启示

摘要: 中国韧性城市规划体系尚处于构建阶段,城市道路韧性研究主要聚焦于网络韧性评价等理论 层面,规划实践研究相对不足,对实际建设的指导作用有限。系统梳理日本城市道路韧性规划和管 理的实践经验,包括统一流程标准、推进全国城市紧急运输道路网络划定、强化道路网络与自然灾 害特征及应急防灾设施、应急管理措施的信息化关联等方面。进而提出中国城市道路韧性建设应重 点推进以下方向:加快专项规划编制,统一技术标准;建立分级韧性道路网络体系,实现与应急保 障设施点的有效衔接;加强信息化建设,整合灾害风险数据;提升脆弱路段工程韧性,完善韧性交 通管控机制。通过系统性规划引领,促进城市道路韧性水平的全面提升。

Urban Road Resilience Planning in Japan: Practices and Implications

Abstract: China's resilient urban planning system remains in the development stage. Current research on urban road resilience primarily concentrates on theoretical aspects, such as network resilience assessment, while studies grounded in planning practices are relatively limited with little guidance for implementation. This paper systematically reviews Japan's practical experience in planning and managing urban road resilience. Key measures include unifying procedures and standards, promoting the designation of nationwide urban emergency transportation road networks, and strengthening the informatization linkage between road networks and natural disaster characteristics, disaster prevention facilities, and emergency response management measures. Based on Japan's experience, the paper proposes several priority strategies for enhancing the resilience of urban roads in China: accelerating the development of specialized planning and unifying technical standards; establishing a tiered resilient road network system that effectively aligns with emergency support facilities; advancing informatization and integrating disaster risk data; improving the engineering resilience of vulnerable roadway segments and refining resilient traffic management mechanisms. A systematic planning approach is essential to comprehensively improve the resilience of China's urban roads.
