| 共同富裕背景下杭州市域城乡公交一体化发展策略

摘要: 受传统城乡二元结构影响,城乡道路客运与城市公共汽电车的体制分化已无法适应共同富裕 与乡村振兴的战略要求。基于共同富裕目标,研究杭州市域城乡公共交通(以下简称“城乡公交”) 一体化发展策略。通过分析杭州市域城乡公交一体化发展现状发现,当前存在西部县域发展失衡、 财政分权制约、制度双轨并行等突出问题。借鉴美国分级补贴、日本以轨道交通为主导、中国嘉兴 和湖州城际客运线路公交化改造等实践经验,提出杭州市域城乡公交一体化发展策略,即构建普惠 性城际公交网络、加强市区跨区公共交通服务水平、利用高铁线路开通城际通勤列车,以及推进市 域城市公共汽电车交通与城乡道路客运管理体制一体化。研究表明,通过因地制宜整合高铁、城际 铁路、城乡公交等多元交通资源,可显著提升城乡公交服务均等化水平,为共同富裕示范区建设提 供交通支撑。

Strategies for Integrated Urban-Rural Public Transportation Development in Hangzhou Under the Common Prosperity Policy

Abstract: Influenced by the traditional urban-rural dual structure, the institutional division between urbanrural road passenger transportation and urban bus/trolleybus services can no longer meet the strategic requirements for common prosperity and rural revitalization. Anchored in the objectives of common prosperity, this paper investigates strategies for the integrated urban-rural public transportation development within the Hangzhou urban area. An analysis of Hangzhou's current urban-rural transit integration reveals pressing issues such as developmental imbalance in the western counties, fiscal decentralization constraints, and the coexistence of dual-track institutional systems. Drawing on international and domestic practices, including tiered subsidies in the United States, rail transit-oriented development in Japan, and the bus-oriented reform of intercity passenger routes in Jiaxing and Huzhou, China, the paper proposes strategies for Hangzhou's urban-rural transit integration. These strategies include establishing an inclusive intercity bus network, enhancing cross-district public transportation services within the metropolitan area, introducing intercity commuter trains via high-speed rail, and advancing institutional integration between urban bus/trolleybus systems and urban-rural road passenger transportation. The study indicates that tailoring integration to local conditions and consolidating diverse transportation resources, including high-speed rail, intercity rail, and intercity bus services, can substantially enhance service equity in urban-rural public transportation and provide transportation support for building a demonstration zone of common prosperity.
