摘要: 在城市核心区,传统平面步行系统难以适应高频次、高强度的出行需求,其通行能力与环境 品质日益受限。具备独立路权的立体步道系统,在优化出行环境、实现人车分流等方面展现出显著 优势。基于众筹式城市立体步道的特征,系统梳理其发展过程中存在的核心问题:重宏观轻微观、 重前期轻后期、重连通轻功能、重工程轻品质。研究构建了涵盖规划、设计、建设及运营全生命周 期的引导控制体系,形成从城市设计、控制性详细规划到土地出让合同的闭环式规划传导机制,提 出政企协同与全链条统筹的运管模式,并制定相应的规划管理保障措施。众筹式城市立体步道全生 命周期引导控制模式在前海的实践应用,有效解决了规划与管理中的关键问题,显著提升了立体步 道系统的贯通性、服务效能与空间品质。

Lifecycle-Oriented Planning and Regulatory Framework for Crowdfunded Urban Elevated Walkways: A Case Study of the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone

Abstract: In urban core areas, conventional at-grade pedestrian systems often fail to meet the high-frequency and high-intensity travel demand, increasingly constrained by limited capacity and diminishing environmental quality. Elevated pedestrian systems with independent rights-of-way offer notable advantages in enhancing pedestrian environments and achieving effective pedestrian-vehicle segregation. Based on the characteristics of crowdfunded elevated walkways, this paper systematically identifies critical issues in their development: prioritizing macro-level over micro-level perspectives, emphasizing early-stage planning while overlooking long-term management, favoring connectivity over functionality, and focusing on engineering delivery at the expense of quality. To address these issues, the paper develops a comprehensive lifecycleoriented planning and regulatory framework that includes planning, design, construction, and operations. This framework establishes a closed-loop transmission mechanism from urban design and regulatory detailed planning to land transfer agreements. The paper proposes a collaborative governance model involving both government and industrial sectors, with integrated management across the entire development chain and corresponding planning and regulatory safeguards. The practical application of this lifecycle-oriented framework in Qianhai effectively addresses key planning and management challenges related to elevated pedestrian infrastructure, significantly improving connectivity, service performance, and spatial quality.
