| 学校周边交通问题分析与治理策略——以佛山市南海区为例

摘要: 为系统缓解中小学上下学高峰时段的交通拥堵与安全问题,以佛山市南海区为例,运用多维 度交通调查方法,深入剖析了中小学通学出行的时空特征及交通供需矛盾。研究发现,学校周边交 通拥堵主要源于:接送学高峰与城市通勤高峰重叠、小汽车出行比例偏高、周边路网结构不完善及 停车设施供给不足。据此,研究提出一套供需双向协同的治理方案,涵盖基础设施深度挖潜、接送 学交通组织优化以及时空资源精细调控等方面。试点应用结果表明,该方案能有效缓解学校周边拥 堵,显著提升通学出行的安全性、效率与绿色化水平。

Analysis and Governance Strategies of Transportation Issues Around Schools: Taking Nanhai District in Foshan as an Example

Abstract: To systematically relieve congestion and safety issues during peak school commuting periods, this paper takes Nanhai District of Foshan as a case and applies a multidimensional traffic survey method. It provides an analysis of the spatiotemporal characteristics of primary and secondary school commuting, and mismatch between traffic supply and demand. The results show that congestion around schools is mainly caused by the overlap between school pick-up/drop-off peaks and urban commuting peaks, a high proportion of private car travel, an incomplete road network, and insufficient parking facilities. Based on these findings, the paper proposes a bidirectional coordinated governance scheme on both demand and supply sides. The scheme includes deep potential tapping of infrastructure, optimization of school pick-up/dropoff organization, and fine spatiotemporal regulation of transportation resources. Pilot application results show that this scheme can effectively alleviate traffic congestion around primary and secondary schools, and significantly improve safety, efficiency, and greenness of school commuting.
