摘要: 随着城镇化发展与交通设施升级,废弃铁路廊道再生已成为激活城市存量空间的关键议题。 以漳泉肖铁路泉州段的回收再利用为例,突破传统工程导向的改造思维,将运营前置理念贯穿研究 全过程。首先,基于“产-城-流”耦合视角构建廊道价值评估框架,明确廊道的核心价值,界定 城区段与外围段的功能定位。其次,结合国内外实践经验,将政策可行性、运营可行性、成本回收 周期、产业适配性等纳入评估维度,对轨道交通、城市服务、旅游休闲等多情景模式进行比选。最 后,紧扣新时期低空经济与智慧交通发展趋势,提出“成长型路径+立体化廊道+多元化场景”的创 新再生范式,以运营场景为核心,吸引产业集聚,为廊道价值持续释放提供可落地的实施路径。

Regeneration of Abandoned Railway Corridors Under the Concept of Operational Prepositioning: From Linear Relics to Value Corridors

Abstract: With the advancement of urbanization and the upgrading of transportation infrastructure, the regeneration of abandoned railway corridors has become a key challenge in revitalizing existing urban spaces. Taking the reuse of the Quanzhou section of the Zhangping-Quanzhou-Xiaocuo Railway as an example, this paper departs from traditional engineering-oriented renovation thinking, and integrates the concept of operational prepositioning throughout the entire research process. First, a corridor value assessment framework is developed based on an "industry-city-flow" coupling perspective to clarify the corridor's core value and define the functional roles of the urban and peripheral sections. Second, drawing on domestic and international practical experience, the paper incorporates factors such as policy feasibility, operational feasibility, cost recovery period, and industrial compatibility into evaluation criteria to conduct a comparative analysis of multiple scenarios, including rail transit, urban services, and tourism and leisure. Finally, closely aligning with the development trends of the low-altitude economy and smart transportation in the new era, the paper proposes an innovative regeneration paradigm of "growth- oriented pathways + three- dimensional corridors + diversified scenarios". Centered on operational scenarios, this approach attracts industrial clustering and provides a practical implementation pathway for the sustained realization of corridor value.
