摘要： 随着城市交通迈入智能化与一体化发展的新阶段，推进智慧交通系统的代际升级以提升城市 交通整体效能，已成为当前中国大城市交通高质量发展的关键任务。系统梳理了超大城市交通行业 面临的挑战、机遇和技术变革需求，聚焦治理需求，提出以“综合交通智慧化、智慧交通综合化、 跨域融合产业化”为核心的智慧交通一体化发展思路。结合深圳市智慧交通建设实践，进一步提出 了包括6 项业务流程数字化转型闭环升级、4 个核心能力底座建设和3 项新质产业培育发展在内的实 施路径，最终形成了业务治理一体化、中枢赋能一体化、生态建设一体化的智慧交通发展模式。

Integrated Development of Smart Transportation in Megacities and the Practice of Shenzhen

Abstract： As urban transportation enters a new stage of intelligent and integrated development, advancing the generational upgrade of smart transportation system to enhance overall urban mobility efficiency has become a critical task for the high-quality development of China's major cities. This paper systematically reviews the challenges, opportunities, and technological transformation demands faced by the transportation sector in megacities. Focusing on governance needs, the paper proposes an integrated smart transportation development approach characterized by the intelligentization of comprehensive transportation, integration of smart transportation, and industrialization of cross- domain convergence. Drawing on Shenzhen's practice in smart transportation development, the paper puts forward an implementation pathway that includes the closed-loop upgrading of six categories of business process digital transformation, the establishment of four core capability foundations, and the cultivation and development of three new quality industries. This approach forms a smart transportation development model featuring integrated business governance, central platform empowerment, and ecological construction.
