如何摆脱TOD 实践困局:双智驱动的公共交通沿线“站城交响”发展

摘要: 以公共交通为导向的开发(TOD)模式被广泛视为可持续城镇发展的核心策略之一,然而,既 有文献对其负面影响的讨论严重不足。基于全球TOD典型实践案例,系统识别出一系列相互关联 的困境——结构脱节、时间错配、治理失灵、经济脆弱与社会分化。针对上述困局,提出公共交通 沿线“站城交响”发展模式,以“双智驱动”为核心动力机制,通过快慢双环耦合实现整体性的涌 现效果。具体而言,人工智能负责短期运行调控与实时诱导(对应“快思考”,即D. Kahneman 的系 统1),聚焦实时运营优化与出行行为引导;免疫智能负责长期结构性治理与战略规划(对应“慢思 考”,即D. Kahneman 的系统2)。在此基础上,从跨学科视角论证该模式的理论根基,并提出面向 未来的政策建议,为摆脱TOD实践困局提供了从理论范式到治理工具的前瞻性方案。

Resolving the Practical Dilemmas of TOD: Dual-Intelligence-Driven "Symphonic Station-City" Development Along Transit Corridors

Abstract: Transit-Oriented Development (TOD) is widely regarded as a core strategy for sustainable urban development globally. Nevertheless, existing research has paid insufficient attention to its unintended negative consequences. Based on typical global TOD practices, this paper systematically identifies a set of interconnected dilemmas, including structural disconnection, temporal mismatches, governance failures, economic fragility, and social fragmentation. To address these challenges, the paper proposes a symphonic station- city development model along transit corridors, underpinned by a dual-intelligence approach. Through the coupling of fast and slow feedback loops, the model produces holistic and emergent outcomes. Specifically, artificial intelligence supports short- term operational management and real- time guidance—corresponding to "fast thinking" (Kahneman's System 1)—with a focus on operational optimization and travel behavior nudging. Immune intelligence, by contrast, guides long-term structural governance and strategic planning—corresponding to "slow thinking" (Kahneman's System 2). Building on this foundation, the paper further establishes the interdisciplinary theoretical basis of the proposed model and advances a set of forward-looking policy recommendations. By integrating a new theoretical paradigm with practical governance tools, it offers a proactive approach for overcoming the persistent challenges associated with TOD.
