轨道交通场站综合体开发的实施策略——建筑工程规划审查视角

摘要: 轨道交通场站综合体的建设质量直接关系到城市空间品质、交通效率与居民生活质量。针对 大型轨道交通场站综合体开发中普遍存在的用地权属交叉、规划指标争议、公共服务设施布局失衡 及交通可达性差等实施困境,以广州白云站为典型案例,通过现状问题梳理与文献研究,系统剖析 了问题成因。研究发现,症结主要在于制度层面立体开发标准缺位、协同层面多方主体诉求分歧、 技术层面一体化设计支撑薄弱。基于建筑工程规划审查视角,提出5 项实施策略:创新行政管理协 调机制,健全土地全生命周期管理制度,优化规划指标管控体系,精准配置公共服务设施,构建复 合高效交通网络。研究成果可为同类轨道交通场站综合体的规划审查与高效落地提供理论参考与实 践路径。

Implementation Strategies for Integrated Rail Transit Station Complexes: A Perspective From Architectural and Engineering Planning Review

Abstract: The construction quality of integrated station complexes directly affects urban spatial quality, transportation efficiency, and residents' well-being. Addressing common implementation challenges in the development of large- scale rail transit station complexes—such as overlapping land use rights, disputes over planning indicators, imbalanced layout of public service facilities, and poor transportation accessibility— this paper takes Guangzhou Baiyun Station as a typical case. Through an analysis of current issues and a literature review, it systematically examines the root causes. The paper finds that the crux of the issue lies primarily in the absence of standards for three-dimensional development at the institutional level, divergent demands among multiple stakeholders at the coordination level, and weak support for integrated design at the technical level. From the perspective of architectural and engineering planning review, the paper proposes five implementation strategies: innovating administrative coordination mechanisms, establishing a full- lifecycle management system, optimizing the planning indicator control system, precisely allocating public service facilities, and constructing a composite, efficient, and robust transportation network. The research findings provide theoretical references and practical pathways for the planning review and efficient implementation of similar rail transit station complexes.
