深圳市TOD框架体系及规划策略

摘要:面对土地资源、能源及环境容量的制约,TOD成为深圳市积极谋求资源约束条件下城市和交通可持续发展的重要战略选择。在充分理解TOD理念的基础上,结合深圳市各层次城市规划和交通规划,提出包含宏观、中观、微观三个层面的TOD框架体系。详细阐述深圳市TOD规划策略:宏观层面制定TOD总体发展目标及策略,中观层面进行差异化分区并提出发展指引,微观层面针对空间尺度范围、用地功能控制、城市设计与环境以及交通设施四类要素给出规划设计要点。最后,探讨了深圳市TOD模式选择及保障机制。

Transit-Oriented Development Framework and Planning Strategies in Shenzhen

Abstract:Facing the constraints on land use, energy resource and environment, Transit-Oriented Development (TOD) has become a key strategy for urban and transportation sustainable development in Shenzhen. By fully understanding the TOD idea, this paper proposes a TOD framework system at micro, interim and macro levels considering existing urban planning and transportation planning in Shenzhen. The paper illustrates Shenzhen’s TOD planning strategies in three aspects: establishing development goals and strategies at macro level, proposing guidance for TOD zones at interim level, and presenting the four key planning and design elements in spatial scope, land development control, urban design and environment, and transportation facilities at micro level. Finally, the paper discusses the selection of TOD development patterns and its guarantee mechanism in Shenzhen.
