城市交通治理现代化理论构架与方法初探

摘要: 城市交通治理是提升国家及城市治理能力的战略需求和具体抓手。以交通服务为对象、权益 关系为内核、大数据为支撑,构建面向多元主体“价值-信任-合作”新型关系的城市交通治理现 代化理论架构和方法,提升交通服务共建、共享、共治水平。聚焦城镇化国家战略、公交优先现实 困境、共享交通服务创新三类重点场域,提出三类交通协同治理模式:城市群主体形态下城际交通 多行政主体协同治理、公共利益与资源配置效率同步提升的政府-企业协同和企业间协作的公共交 通优先治理,以及面向城市多元共享出行集成的政府-公众-企业协同治理。提出基于大数据和社 会实验揭示各类交通主体利益驱动与行为响应机制的方法,建立法治化治理对策与信息化赋能 工具。

Contemporary Theoretical Framework and Methodology for Urban Transportation Management

Abstract: Urban transportation management is strategically needed for enhancing a city and a country's management capacity. Treating transportation as the service, equity relationship as the core, and big data as the support, this paper introduces the contemporary theoretical framework and methodologies for urban transportation management based on the “value- trust- cooperation”among multiple stakeholders to improve the collaboration in construction, governing and leverage of control. Considering the national urban development strategy and difficulties in prioritizing public transit service, the paper proposes three coordinated governance modes of transportation that include the coordinated governance of inter-city transportation with city clusters as the main form by multiple administrative stakeholders, prioritized public transit governance based on government-corporate collaboration and enterprise collaboration to improve both public interest and resource collaboration efficiency, and integrated governance based on government-publiccorporate collaboration aiming for the integration of multiple urban shared travel modes. Finally, the paper proposes a method to reveal the interest- driven and behavioral response mechanisms of various types of transportation stakeholder based on big data technology and social experiments, and establishes strategies for rule of law governance and information-based empowering tools.
