摘要： 智慧交通是建设中国式现代化交通体系的重要手段，作为中国改革开放的最前沿，深圳市在 智慧交通领域积极探索符合超大城市特点和规律的治理新路径。首先，系统梳理深圳市从大建设 期、建管并重期到高质量发展期的发展成效，总结顶层引领、需求导向和示范推动的深圳先行先试 创新发展模式。然后，分析新基建、交通强国战略叠加背景下科技革命如何催生基础设施、交通方 式、治理模式、运输组织和出行服务等领域深刻变革。最后，聚焦中国特色社会主义先行示范区发 展新阶段的新形势、新使命和新定位，提出“新基建、新方式、新治理、新运营、新体验”五位一 体的智慧交通先行示范新方向，并明确智慧交通发展的重要路径和关键举措，支撑深圳市持续引领 智慧交通高质量发展新范式。

From Pilot Testing to Pilot Demonstration: Innovation and Practice of Intelligent Transportation Development in Shenzhen

Abstract： Intelligent transportation plays a crucial role in developing a modern transportation system in China. As a pioneer in China's reform and opening-up, Shenzhen has actively explored a unique governance approach that aligns with the features and laws of megacities in the field of intelligent transportation. This paper reviews Shenzhen's development achievements in three stages: massive construction, balanced focus on construction and management, and high-quality development. It summarizes the innovative development model of Shenzhen, characterized by pilot implementation guided by top-level guidance, demand orientation, and demonstration promotion. The paper also analyzes how the scientific and technological revolution, under the background of new infrastructure construction and China's strategy for building a strong transportation nation, has driven significant changes in infrastructure, travel modes, governance models, transportation organization, and travel services. Focusing on the new situation, mission, and positioning of the pilot demonstration zone of socialism in China with the new stage of development, the paper proposes a new direction for the pilot demonstration of intelligent transportation with five coordinated components, encompassing new infrastructure construction, new approaches, new governance, new operations, and new experiences. It clarifies the important paths and critical steps for the development of intelligent transportation, supporting Shenzhen in leading the way towards high-quality development.
